摘要
中国农业发展面临生态环境恶化的风险,如何通过体制机制创新促进中国农业的绿色发展是目前中国面临的主要问题。欧盟在支持农业绿色发展方面起步较早,20世纪80年代开始面临环境污染以及世界市场和WTO规则方面的压力与挑战,并通过共同农业政策（CAP）进行机制体制改革,积累了丰富的经验。本文在对欧盟农业绿色发展支持政策内在演进逻辑梳理的基础上,基于OECD政策评估系统,对欧盟农业绿色发展政策的支持水平和支持结构进行分析,发现欧盟绿色支持政策的实施具有层次清晰、工具多样、结构合理、支持水平高等特点,进而通过对比分析中国绿色农业支持政策的实施情况,提出从加强政策的针对性、提高政策实施效率、丰富政策工具手段等方面推进中国农业绿色发展的政策建议。
Thedevelopment of China＇s agriculture is facing the risk of deterioration of the ecological environment. The main problem we are facing now is how to promote the green development through innovation of institution and mechanism. The development of green agriculture in the EU started early,which has accumulated rich experience. Through the reviewofevolution of EU green agricultural support policy,we analyze the support level and structure based on OECD policy evaluation system and find that the implementation of the EU green support policy has characteristics such as clear hierarchy and diversity,reasonable structure and high support level. Through the comparative analysis of China and EU,we conclude that we should improve our green agriculture support policies by means of strengthening policy relevance,improving efficiency of policy implementation,enriching policy tools etc.
