摘要
教师作为高校科研评价制度的目标群体,他们认同与否直接影响评价制度的实施成效。通过访谈研究发现,现行科研评价制度在一定程度上得到了高校教师的认同,但与教师期望的评价制度之间尚有很大差距。现行评价制度是管理主义的,基于"经济人"假设;理想的评价制度是人本主义的,基于"学术人"假设。我国高校科研评价制度改革应以形成性评价为主、终结性评价为辅,以同行专家为主的多元评价主体,尊重并鼓励评价客体参与评价活动,以创新质量和实际贡献为标准导向,分类设计评价指标,实施基于计量指标的代表作同行评价,评价过程更加民主、透明,评价周期更加灵活。
The faculty as the target group of the university research evaluation system,whose identity is very important for the implementation effectiveness.It is found that the practical value of the system has been affirmed to some extent,but there is a huge difference between reality and ideal.Based on the hypothesis of"economic-man",the reality is managerialism;while based on the"academic"hypothesis of human nature,the ideal is humanistic.Then,the research evaluation system in Chinese universities should be described as follows:based on formative evaluation with summative evaluation as the supplement;the multi-evaluation subjects including peer experts and the evaluation objects;the standard focused on the innovation quality and actual contribution;classification of evaluation indicators;peer evaluation based on bibliometric indicators;the evaluation process more democratic and transparent,and the evaluation cycle more flexible.
