摘要
美国、英国、澳大利亚、瑞典、挪威、日本和韩国等发达国家在校园欺凌国家立法、地方立法、政策措施、项目实施等方面积累了成功经验。七个发达国家校园欺凌治理体系的特点主要体现在:法制体系完善;适应形势变化,不断修改旧法,颁布新法;重视校园欺凌问题的调查和研究,为完善制度体系提供决策信息;强化各方职责,注重过程监控,对校园欺凌"零容忍";搭建各种防治校园欺凌平台,治理校园欺凌"不留死角"和注重对网络欺凌的治理。我国校园欺凌治理的制度建设还存在诸多不足,这七个发达国家的立法治理体系可为我国处理校园欺凌提供重要参考。
The United States, Britain, Australia, Sweden, Norway, Japan and South Korea and other developed countries have accumu- lated successful experiences in the bullying national legislation, local legislation, policies and measures, and project implementation. The characteristics of the bullying governance system in seven developed countries are mainly reflected in the perfection of their legal system, adapting to the changing situation, constantly revising the old law and promulgating new laws ; the emphasis of the investigation and research on campus bullying which provides decision-making information for the system, strengthening the responsibilities of all parties, paying attention to process monitoring, and "zero tolerance" for campus bullying; setting up a variety of campus bullying pre- vention platforms; controlling the campus bullying without leaving dead ends, and paying attention to the treatment of cyber-bullying. There are many deficiencies in the system construction of bullying governance in China. The legislative governance system of the seven developed countries will provide important reference for us to deal with campus bullying.
