摘要
新公共治理理论是治理中小学生欺凌的重要理论依据。目前存在的重视身体伤害的救济忽视尊严损害的治理、重视工具性的管理忽视人本性的治理、重视行为结果的处理忽视行为养成的治理等问题,是对治理的价值忽视以及治理能力缺失的重要表现。加强尊重尊严的教育,提高治理主体的专业能力,构建网络化的公共服务体系等,是解决中小学生欺凌问题的有效路径。
The new public governance theory is an important theoretical basis for the governance of primary and secondary school students’bullying.At present,there are some problems,such as paying attention to physical injury and ignoring dignity damage,paying attention to instrumental management and ignoring human-oriented governance,paying attention to the treatment of behavior results and ignoring the governance of behavior cultivation.These problems are important manifestations of the neglect of the value of governance and the lack of governance ability.To strengthen the education of respect for dignity,improve the professional ability of governance subjects,and build a network-based public service system are effective ways to solve the problem of primary and secondary school students’bullying.
