摘要
科学技术的发展继续主导着新一轮世界海洋竞争的话语权和主动权。以科学目标、而不是具体技术指标为驱动力的海洋技术与装备的发展才会有长久的生命力。特别是在我国大部分海洋技术装备处在落后但具有明显后发优势的状态下,对更基础和更前沿科学问题的回答是新海洋技术和装备发展必须认真考虑的方面。在"一带一路"倡议下,重点培养具有国际视野和竞争力的科学家、提升在国际组织框架下领导西太平洋和极地海洋科学研究与技术发展的能力应是我国成为海洋强国的根基和突破口。
The scientific and technological strength continues to be the dominant factor in the new round of world maritime competition. Only when the development of marine technology and equipment is driven by scientific goals rather than specific technical indicators, can it have long-term vitality As most of China's marine technology and equipment is backward despite its late-starter advantage, answering questions concerning the basic and frontier sciences is a must-do issue if we want to improve the new marine technology and equipment. Under "One Belt and One Road" initiative, we should focus on cultivating scientists with international vision and competitiveness and enhance the ability of leading the marine scientific research and technological development in the western Pacific and polar regions within the framework of international organizations, and this should be the foundation and breakthrough point for improving China's maritime power.
