管办评分离体制下我国高等教育评估中介组织的发展探究 被引量:3

摘要 我国的高等教育评估中介组织较西方发达国家起步晚,且始终处于评估体系的边缘。管办评分离体制要求政府、高校、社会三者职能分离,其中"评"的独立是关键。文章从管办评分离体制的角度出发,在分析了目前我国高等教育评估中介组织发展所面临的困境的基础上,以治理理论、委托代理理论和协同学理论为依据,创新评估专家资源库建设,构建中介组织与多元主体关系模型图,就"管""办""评"三者间职能分工和合作机制进行探讨。 Chinas evaluation intermediaries in higher education start later than that in western developed countries and have always been on the edge of the higher education evaluation system. The system of separating the management, implementation and assessment asks government, university and society to separate their functions, which takes the assessment as the key of the system. From the perspective of separating manage-ment, implementation and assessment based on the analysis of facing development difficulties in our countries 'evaluation intermediaries, the paper explores the functional division and cooperation mechanism from the sys-tem of separating the management, implementation and assessment through innovating and evaluating a experts 'repository and building a relationship model between evaluation intermediaries organizations and multiple sub-jects according to the governance theory, principal - agent theory and synergetics theory.
