摘要
"最后一公里"困境是基层治理困境的突出表现,其核心是农民有效动员和参与不足的问题。本文力图从基层政府与乡村社会的互动过程中厘清"最后一公里"困境的生成机理,揭示乡村基层治理难题的深层原因。当下基层政府与乡村社会从两个层面产生互动,即资源下乡与涉农政策执行。承接资源与涉农政策的村庄具有较强的无主体特征,资源下乡则进一步强化村庄的无主体性,纵容乡村治理异化为向上负责、对内脱离的状态。农民集体行动的组织动员丧失了其社会和政治基础,从而形塑了涉农政策执行和资源下乡的"最后一公里"困境。走出基层治理困境还是需要有效引导和动员农民,只有农民的积极参与,乡村社会的良序善治才成为可能。
The "Last-Mile" dilemma,focusing on the insufficient mobilization and participation of peasants,highlights the problem of grass-roots governance.Through research on the mutual interaction between grass-roots government and rural communities,this article attempts to analyze generative mechanism of the"Last-Mile"dilemma and reveal the underlying causes of the governance problem arising in rural grass roots.At present,the interaction between the local government and rural communities are reflected in two aspects,namely the distribution of resourcesto the countryside and the implementation of agricultural policies.The villages that undertake the task of distribution of countryside resources and the implementation of agricultural policies are mainly featured with non-subjectivity,which is mainly reflected in the"waiting for,depending on and asking for"peasants and personalized rural governance.The resources going to the countryside further strengthens villages' non-subjectivity,resulting in the situation where they are responsible for the upper level and not to the peasants.It leads to the fact that the organization and mobilization of peasants' collective action lose its social and political basis,hence the formation of the"Last-Mile"dilemma.We need to effectively guide and mobilize peasants because only the participation of peasants can a well-ordered and good-governed rural communities come true
