摘要
走向多元化的村庄社会不但为嵌入"市场因素"治理模式提供了契机,而且也为借助于全面的社会组织和制度创新的力量来推进乡村治理现代化提供了"动力源"。合作社组织兴起和发展,给乡村治理秩序重建加入了新的博弈主体。苏南地区Y村正是借助于市场化政策将村级集体经济资本进行股份合作制改造,成立了"产权社会化"的股份合作社组织,并围绕着村级治理变革,妥善处理合作社与村党组织、村委会等组织之间关系,重构治理主体之间的信任、规范和组织网络,从中实现治理主体的"优化组合",最终形成"村社协作型"社区治理模式,促使村庄走向"强发展,强治理"格局。
The development of the village society,provided the opportunity for embedding the＂market force＂into the rural governance and the power to push the modernization of the rural governance with the help of the organizational and systematic innovation. The development of the farmer cooperative organizations added the new game parts into the existed governance order and provided new enlightenment of the reconstruction. The Y village set up the joint-stock cooperative organizations by means of transforming the village collective economic capital into shared cooperative capital based on the market-oriented policy; managed the relations among the cooperative organizations and the village party and committee; reconstructed the trust,rule and the organizational network; ultimately formed the governance model of the collaboration between the village and society,pushing the formation of the pattern of ＂strong development,strong governance＂.
