摘要
上海市战略性新兴产业的蓬勃发展对于上海实现"创新驱动、转型发展"有着重要的意义,为了实现战略性新兴产业企业技术创新投入产出效率的最优化,文章基于文献研究和理论分析,构建企业技术创新效率评价指标。通过对上海市战略性新兴产业的重点企业问卷调研获得数据,应用数据包络分析方法(DEA)研究得出了上海战略性新兴产业七大产业技术创新效率、技术创新成果化和成果产业化两阶段的创新效率以及年度产业技术创新效率。上海市七大战略性新兴产业中节能环保、高端装备制造、新能源、新能源汽车四类产业企业技术创新效率达到了相对最优化,其余产业企业技术创新效率仍存在提升的空间。
Vigorous development of New Emerging Strategic Industries （NESI） is of great significance for Shanghai to achieve ＂innovation-driven,transformation and development＂. In order to optimize the NESI technological innovation inputoutput efficiency, based on literature study and theoretical analysis,this paper developed indices to measure enterprise technological innovation efficiency. Based on questionnaire data of enterprises in Shanghai NESI, Data Envelopment Analysis model （DEA） is employed to analyze enterprise technological innovation efficiency in terms of industry category,innovation stages and time series respectively. The NESI technological innovation efficiency of energy-saving and environmental protection, high-end equipment manufacturing, new energy and new energy automotive achieve the relative optimization. The NESI technological innovation efficiency of the rest industries still room for improvement.
