Research on innovation process efficiency of regional high-tech industry

摘要 高技术产业的发展水平关系到一个国家或地区的综合竞争力,科学有效地对区域高技术产业创新过程效率进行评价,对于提升高技术产业的创新能力具有重要意义。本文运用三阶段链式关联网络DEA模型,测算了我国省级区域高技术产业创新整体效率及三个子阶段效率,对创新系统子阶段间的关联有效性以及区域创新过程效率的差异性进行了分类分析。我国高技术产业创新整体效率及三个子阶段效率都有不同程度的提升,但总体来看创新效率值都不高,特别是整体创新效率和成果转化阶段的效率较低;通过对创新效率进行分类分析,发现仅少数区域在知识生产、技术研发和成果转化三个阶段的效率都比较高,表明我国大部分地区创新效率不高,需要根据创新过程中的低效环节,采取相应措施进行改进。 The development level of high-tech industry is related to the comprehensive competitiveness of a country or region.Scientific and effective evaluation of the innovation process efficiency of regional high-tech industry is of great significance to enhance the innovation ability of high-tech industry.This paper uses the three-stage chain relational network DEA model to measure the innovation process efficiency of high-tech industries in China’s provincial regions and three major regions.Firstly,the evaluation index system of regional high-tech industry innovation process efficiency is constructed from three stages of knowledge production,technology research and development and achievement transformation.Then,using the three-stage chain relational network DEA model,this pa-per evaluates the overall efficiency and three sub stage efficiency of regional high-tech industry innovation,and analyzes the correlation effectiveness among the sub stages of innovation system.Finally,the differences of regional innovation process efficiency are classified and analyzed.By analyzing and comparing the overall efficiency,sub stage efficiency and dynamic trend of regional innovation,we can effectively measure the innovation level of China’s high-tech industry and explore the main reasons that hinder the innovation of high-tech industry.The results show that:(1)The innovation efficiency of China’s high-tech industry has been improved in different degrees during 2014-2019,but on the whole,whether it is the overall process of technological innovation or the three sub stages of innovation,the efficiency value is low,especially the overall innovation efficiency and achievement transformation efficiency are low,and there is still a large room for improvement and development potential.In the future,in the development process of high-tech industry,we should not only pursue increasing investment and scale,but also pay attention to improving the innovation level and optimizing the allocation of resources to promote the overall innovation efficiency.(2)From the correlation coefficient of innovation sub stage,15 regions are highly effective and 2 regions are weakly effective,which indicates that these regions do well in the integration and coordination of the three sub stages.However,43.3%of the regions are invalid,so it is necessary to further strengthen the coordination among the sub stages to produce collaborative innovation effect and improve the overall efficiency of innovation.(3)Through the classification analysis of regional high-tech industry innovation efficiency differences,we can see that only 8 regions,such as Guangdong,Qinghai and Jiangsu,have relatively high efficiency in the three stages of knowledge production,technology research and development and achievement transformation.The innovation efficiency of 8 regions,such as Heilongjiang,Shaanxi and Liaoning,is relatively low in three sub stages.Other regions have at least one or two stages of low innovation efficiency.It shows that the innovation efficiency of high-tech industry in most areas is not high,and it needs to take corresponding measures to improve according to the low efficiency links in the innovation process.We should give full play to the market-oriented advantages of enterprises and the basic innovation advantages of universities and scientific research institutes,strengthen the transformation and commercialization of scientific and technological achievements,and further optimize the allocation of resources,so as to improve the innovation efficiency of industrial knowledge production,technology research and development and achievements transformation.At the same time,we should increase investment in high-tech industrial innovation and improve the level of technological innovation,so as to promote industrial technological progress.Only by making effective use of innovation resources,giving full play to the advantages of collaborative innovation,and constantly improving the efficiency of industrial innovation,can we further enhance the competitiveness of the industry and promote the rapid and healthy development of high-tech industry.
