摘要
运用数据包络分析法(Data Envelopment Analysis),对我国民族地区高校效率进行研究。研究发现,我国民族地区高校效率总体尚有较大提升空间。民族地区高校效率呈现出下降的动态趋势。造成民族地区高校技术无效的原因在很大程度上是规模无效,但也有纯技术无效的因素。值得注意的是,民族地区高校专利授权数、专利收入和技术转移收入三项指标产出不足的比例普遍高于其他指标产出不足的比例,社会服务功能发挥不显著。根据实证分析,建议适度扩大民族地区高校办学规模;在加大对民族地区高校投入的同时,也要加强绩效考核,遏制其效率下降趋势,提高其资源利用效率;完善服务社会机制,鼓励民族地区高校结合当地经济实际,提升社会服务水平。
Through the use of data envelopment analysis(DEA) method, the efficiency of universities and colleges in China’s ethnic areas are examined. The study finds that the overall efficiency of universities and colleges in ethnic areas is in a downward dynamic trend with a great room for further improvement. The reason for their technological ineffectiveness is mainly scale ineffectiveness but also with some pure technology ineffectiveness. It is worth noting that, the proportion of insufficient output of three indicators(the number of patent licenses, patent income and technology transfer income) is generally higher than the proportion of other indicators, which indicates that these universities and colleges do not play well in social service. Based on the empirical analysis, it is suggested that the scale of running schools in ethnic areas should be moderately expanded;investment for these universities should be increased and at the same time, the performance appraisal of these universities should be strengthened to contain the decline of their efficiency and improve their efficiency in using resources;social service mechanism should be optimized, and these universities should be encouraged to uplift the level of social service according to the local economic conditions.
