This paper discusses the Weibo governance by movement with Geertz's theories of "local knowledge" and "thick description." It suggests that this kind of regulation is based on the state arbitrary power and neglects the user and culture of social media. In that sense, it causes the power involution and disseminated punishment, and gives rise to the large-scale symbolic protest as well as the increasing cost of governance.
