摘要
中国已进入公共危机事件高发期,构建科学合理的公共危机信息预警能力评价指标体系,对于促进政府做好公共危机信息管理体系建设至关重要。文章剖析了公共危机信息预警体系的内涵,指出公共危机预警信息管理系统和公共危机信息预警支持保障系统是其两大重要组成部分,并从公共危机信息预警管理的视角出发,从政府和社会公众两个方面,提出了构建包含目标层、准则层、指标层等三个层次、16个三级指标的公共危机信息预警能力评价指标体系。
China has entered a ＂high frequency phase＂ of public crisis events at present.It is essential for the promotion of the government public crisis management system to build a scientific and rational evaluation index system of public crisis pre-warning capability.The article analyzes public crisis pre-warning capability and points out that public crisis pre-warning information management system and supporting system are two major components.In the end,the article builds the evaluation indicator system of the public information pre-warning capacity,containing three levels of the target layer,rule layer,the index layer and a total of 16 indicators according to the two aspects of government and the public,from the perspective of the public crisis information pre-warning management.
