摘要
社会风险的多发,决定了风险治理力量必须多元化。基层应急力量在风险治理中具有熟悉社区单位情况、易于收集传递风险信息、人力资源多样化和便于应急协调等特点。基层应急队伍的建设应加强构建具有较强风险意识的应急队伍、构建多元化的基层应急队伍体系、构建与风险社会要求相适应的应急培训机制和构建较完善的应急培训制度。
Diversification of risk governance forces is dependent on the frequent occurrence of the social risks.Grass-roots emergency response forces are characterized by their good knowledge of the communities,easy collection and transmission of risk information,diversified human resources and convenient emergency coordination.The construction of grass-roots emergency response team calls for establishment of emergency response team with good risk awareness,development of diversified grass-roots emergency response team system,emergency response training mechanism as well as perfect emergency response training system which are consistent with the demand of the risk society.
