摘要
本文认为我国地方高校的行政化管理是导致它们软预算约束与教育浪费问题的主因。政府一方面向地方高校下放办学自主权、贷款自主权;另一方面又对地方高校采取实质性的行政管理,使得地方高校及其领导干部产生"投资扩张"的激励,进而引致教育浪费。文中以近些年湖北省地方高校的发展为例,论证地方高校在"扩张"过程中的教育浪费现象和过度负债问题。最后建议,政府一方面应扮演中立者和监督者的角色,不对地方高校的债务承担任何义务;另一方面应向学校投入偏向性资金,支持地方高校的特色办学。另外,高校内部管理实行一般性事务管理与财务管理分开,匹配财务权力和财务责任。
This paper Shows that China＇s administrative management of higher education is the main cause of soft budget constraints and education wastages in local university.The government gives running school autonomy and loans autonomy to local colleges and universities,but on the other hand,the government takes vesponsibility for administration of these colleges and universities substantively.In this case,local universities and its leading cadres produce the motivation of ＂investment expansion＂.This article also takes instance of local universities in Hubei Province to illustrate education wastages and over-indebtedness in their ＂expansion＂.The article suggests that on the one hand the government should play a neutral role and supervisor in the debt of local universities,on the other hand,and the government should invest targeted funds to support local universities’that are developing characteristically.In addition,the internal management of colleges should separate general affairs management and financial management,to match the financial power and financial responsibility.
