试论当代中国的干部结构转换——基于驱动变量、五维内涵和支撑机制的分析简纲

On Structural Transformation of the Cadre Stratum in Contemporary China——A Brief Analysis Based on Driving Variables,Five-dimension Connotation and Supporting Mechanism

摘要干部是支撑政府运转的关键,它对当代中国的政治变迁有着关键影响。作为一种整体性的组织存在,干部队伍是由政治标准、年龄阶梯、知识构成、能力导向、行为作风五大要素组成的有机结构。从理论上讲,干部结构的即时状态决定着干部队伍的能力及其发挥,因而干部结构转换具有权变性、适配性、规范性和有机性。干部结构转换的驱动变量包括世界政治竞争形态、国内社会发展态势、干部人事制度变革以及干部队伍建设现状。以相关政策变迁为基础,分析关于干部结构的五维内涵反映了结构转换的实践要求。党的十八大以来,我国主要对干部培养、干部考评、干部选任、干部能上能下等机制进行适应性改革,以支撑干部结构转换的顺利进行。从远景理论关怀来看,干部结构转换研究仍具有较大的拓展空间,值得基于中观研究向宏观政治发展形态及其话语构建研究延伸。 Cadres are key to supporting the running of the Party-government system in China,which has a key influence on the political changes in contemporary China.As a holistic organization,cadre stratum is an organic structure composed of five major elements:political standards,age ladder,knowledge composition,ability orientation and behavior style.Theoretically speaking,the real-time state of the cadre stratum structure determines the ability of cadres and its exertion,so the structural transformation of the cadre stratum should have such characteristics as flexibility,adaptability,standardization and organicity.The driving factors of the structural transformation need to be analyzed from four aspects:the world political competition form,the domestic social development situation,the reform of cadre personnel system and the current situations of cadre team construction.Based on the changes of relevant policy,the analysis of the five elements of cadre structure reflects the practical requirements of structural transformation.Since the 18th CPC National Congress,the CPC Central Committee has mainly adjusted the system and mechanism of cadre education and training,assessment,selection and appointment to ensure the smooth structural transformation of the cadre stratum.According to the perspective theory,the study on structural transformation of the cadre stratum still has a large space for expansion,and it is worth extending from the mesoscopic research to that on the macro political development form and its discourse construction.
