摘要
我国《食品安全法》已实施一年,但食品安全形势依然不容乐观。如何实现现有体制框架内各参与主体权责的有机构成与其常规效能的可持续性发挥,应是目前改善食品安全状况路径选择的研究重点。本文拟运用多元共治理论,对如何完善"政府主导、行业自律、社会参与、协同共治"的食品安全市场监管模式作一尝试,以期能为进一步推进我国食品安全体制建设提供建议。
"Food Safety Law" has been implemented for one year in China, but the food security situation is still not optimistic. The question is no longer to advocate the participation of multiple subjects but to analyze the elements of participation of the organic composition, the efficiency and sustainability of cooperation, etc. The perspective of cooperation governance provides us with a new analytical tool. It is urgent to establish and improve a new regulatory landscape which is "government - guided, industry self- discipline, social participation, cooperation governance by multiple subjects (co -governance)" by broking through the traditional regulatory system and mechanism within the framework of co - governance.
