摘要
自20世纪80年代新公共管理改革以来,合同外包已经成为政府提供公共服务的一项重要的政策工具。政府通过合同方式来向第三方组织购买公共服务,并且依靠第三方组织来向公民提供服务。与传统的政府直接提供公共服务的模式相比,合同外包模式给政府公共管理带来了一系列新的挑战。如何有效地管理和第三方组织之间的合同关系,从而向公民提供高质量的公共服务,是当代公共管理的一项重要任务。近几十年来,国外公共管理领域对于政府合同外包进行了大量的研究和探索,极大地提升了我们对于合同外包管理的认识。本文综述了该领域的相关文献,并具体介绍了管理合同外包的分析思路以及主要任务,以期对我国政府购买服务的研究和实践有所启发。
Since the New Public Management movement in the 1980 s, government contracting has become an important policy tool in the delivery of public services. Through contractual agreements, government purchases public services from third-party organizations and relies on these organizations to deliver services to citizens. Compared with the traditional government direct provision, government contracting brings a series of new challenges. How to effectively manage the contractual relationships with third-party organizations to ensure high-quality public service provision constitutes one critical public management task. In the past several decades, the public management scholarship has accumulated an impressive body of literature on government contracting management, which greatly enhances our understanding of this topic. This manuscript reviews and summarizes this large body of literature, with a focus on the framework and main tasks of contracting management. We hope this review will shed light on the government contracting research and practice in China.
