摘要
实施人才强国战略的基本要求,体现在用"科学发展观"统领人才工作,把促进发展作为人才工作的根本出发点,加强人力资源能力建设,推进人才结构调整,创新人才工作机制和优化人才环境。坚持党管人才原则,对于我们实施人才强国战略工作,具有历史发展的必然性、中国国情的特殊性、国际环境要求与发展机遇要求的客观性。坚持党管人才,对于我国人才强国战略的全面实现具有重要意义。
The essential requirements of implementing the strategy of reinvigorating China through human resource development are as the followings: utilizing "the view of scientific development" to guide the talents' management and training, treating promotion of talents' development as the starting point of talents' management and training, strengthening the capacity building of human resource, facilitating the adjustment of talents structure, innovating the mechanism of talents' management and training , and optimizing the talents' resource. Adhering to the principle of Party supervision over personnel is a historical necessity and inevitability for us to implement the strategy of reinvigorating China through human resource development, at the same time, the special national conditions of China, the requirements of intemational environment, the objectivity of development opportunity also determine the adoption of this principle. Persisting Party supervision over personnel is of great significance and value for China to comprehensively actualize the strategy of reinvigorating China through human resource development.
