摘要
以上海浦东新区高层次人才聚集为切入口,阐述了开发开放以来,浦东在推进经济社会快速发展进程中,积极探索和实践高层次人才集聚的基本经验和特点。在此基础上,从政策优惠向制度创新的引才战略转变、培育有利于人才发展的创新创业文化、努力构建国际化的人才公共服务环境、提升高层次人才资源市场化配置水平等四方面提出进一步推动浦东高层次人才发展的对策和建议,以期为国内其他地区的人才工作提供借鉴和参考。
On the basis of high-level talents gather, the basic experience and characteristics of high level talent gathering in the process of promoting economic and social development for 25 years, this paper proposed countermeasures and suggestions to further promote the development of high-level work from five aspects in order to provide reference for other areas, that is, strategic change from preferential policies to institutional innovation, cultivating innovative entrepreneurial culture to the development of talent, build international public service environment for talents, enhance the level of marketization of high-level human resources,etc.
