摘要
[目的/意义]利用跑分平台洗钱网络黑产作为网络洗钱的新兴样式,为诈骗、赌博、色情等违法犯罪提供支付结算帮助,助长了网络犯罪的蔓延,极大地破坏了网络空间秩序与安全.[方法/过程]通过对相关案例的研究,利用跑分平台洗钱网络黑产借助网络技术工具,实现洗钱供需双方的自动化匹配对接,并引入众包机制,形成跑分平台产业链.这类黑产涉嫌帮助信息网络犯罪活动罪,掩饰、隐瞒犯罪所得罪,并可能构成上游犯罪共犯.[结果/结论]针对网络黑产的治理,应当对关联犯罪实现全链条打击,构建模型化异常数据监测模型,加强对网络支付账户相关数据安全治理的宣传.
[Purpose/Significance]As an emerging form of online money laundering,online money laundering black industry using the“Run-score”platform provides payment and settlement assistance for fraud,gambling,pornography and so on,leading to the spread of cyber crime,and great damage to the order and security of cyberspace.[Method/Process]Based on relevant case studies,online money laundering black industry using the“Runscore”platform uses network technology tools to achieve automatic matching and docking between the supply and demand sides of money laundering,and introduces crowdsourcing mechanism to form a black industry chain.This type of black industry is suspected of helping information network activities to commit crimes,covering up and concealing criminal proceeds,and may constitute a predicate crime accomplice.[Results/Conclusion]For the governance of such black industry,the entire chain of related crimes should be cracked down,a modeled abnormal data monitoring model should be built,and the data security publicity related to online payment accounts should be strengthened.
