摘要
近年来,随着我国各地区创新能力的普遍提高,区域之间创新能力的差别也越来越明显,以发明专利量衡量的创新产出在空间上呈现日趋集聚的现象。本文基于区域创新系统的分析框架,根据我国各省、直辖市、自治区1998~2005年的创新活动数据,以职务发明专利申请量和授权量作为创新产出的指标,实证分析影响我国区域创新能力差异的效率因素,并解释导致这种差异和区域集聚的制度原因。研究发现,导致我国区域创新能力差异日益扩大的原因主要在于不同地区之间创新效率差异的扩大,而影响创新效率的因素包括区域创新主体的构成、政府的支持以及与工业结构有关的创新环境。由于企业的创新能力存在区域集聚趋势,随着各地区研发投入模式向以工业企业为主体转变,区域的总体创新能力在空间分布上亦日趋集中。因此,创新主体的构成变化和企业创新能力的地区差异是导致我国区域创新系统整体绩效的集聚趋势加剧的根本原因。
In recent years, with the general development of the innovation ability of China's various regions, more and more noticeable has been the innovation difference among regions, and the innovation output measured by the number of patented inventions has tended to gather in space. Based on the analytical framework of the regional innovation system, according to the data of the year 1998 to 2005 regarding innovational activities in China's various provinces, autonomous regions and municipalities directly under the Central government, and taking the number of applications and authorizations as the indicator of the innovational indicator, we have made a case study on the efficiency elements affecting the disparity in the innovational capacity in China's various regions and explained the system cause for this disparity and regional gathering. Our findings are that the main root of the increased widening of the gap in innovational ability between China's various regions is the increased difference in innovational efficiency between various regions and that the factors affecting the efficiency of innovation include the composition of the body of the regional innovation, the support from the government and the industrial-related environment for innovation. Because of enterprises' innovational ability tending to concentrate in regions and with various regions' models of input into research and development converting mostly to industrial enterprises, the regional overall innovational ability is increasingly focused in pace. The change in the structure of the main body of innovation and the dissimilarity in enterprise' innovational ability between regions are the leading origin of the increased concentration of the overall achievements of China's regional innovation system.
