摘要
文中立足于江苏省城市实际调查的基础之上,利用条件价值评估法(CVM),结合Logistic回归模型与Decision Tree模型对城市居民生活垃圾分类治理的支付意愿及影响因素进行了系统分析。研究表明:江苏省城市居民对于生活垃圾分类的支付意愿较高,其中69.2%居民表示愿意支付,并且支付的主要区间位于每年[240,360]元区间段。研究进一步发现,城市居民生活垃圾分类治理的支付影响因素按照重要性排序依次为教育程度、固定工资收入比重、政府治理能力满意度、生活垃圾分类治理评价等因素,并且对主要影响因素之间内在关联也进行了分析。在此基础上,本研究提出应从深化政府的引领作用;重视教育与宣传功能;丰富居民收入结构;清晰居民支付领域;增强政策的能动性与弹性等几大策略出发,促进居民更加积极的参与到垃圾分类治理当中来,同时也可为其他城市及地区在相关政策制定上提供借鉴与启示。
Based on the actual urban survey in Jiangsu province, the willingness to pay and the factors influencing urban residents’ domestic waste classification and management were systematically analyzed by using the conditional value assessment method(CVM) combined with the Logistic regression model and the Decision Tree model. The research shows that urban residents in Jiangsu province have higher willingness to pay for the classification of domestic waste, of which 69.2% of residents express their willingness to pay, and the main range of payment is located in the [240 Yuan,360 Yuan] section. The study further found that the factors affecting the classification and management of municipal household wastes are ranked in order of importance, such as education level, fixed wage income, government governance capacity satisfaction, domestic waste classification and governance evaluation. The associations among the main influencing factors were also analyzed. On this basis, this study proposed that the leading role of the government should be deepen, education and publicity functions be paid more attention, the income structure of residents be enriched, the fields of residents’ payment be cleared, and the initiative and flexibility of policies be enhanced, to promote the residents to participate in domestic waste classification and treatment more actively. In the process of garbage sorting, it can also provide reference and enlightenment for other cities and regions in the formulation of relevant policies.
