摘要
长期以来,德国在安全领域一直以谨慎、克制著称,也存在与其经济实力不相称的短板。但乌克兰危机彻底改变了德国及欧洲的安全环境,促使德国反思并调整国家安全战略。2023年6月14日,德国政府发布战后首份《国家安全战略》,全面阐述以融合手段维护综合安全的战略设想,为转向进取有为的国家安全政策提供了系统的理论指导,标志德国向“正常化国家”的安全之路迈出重要一步。该战略欲博采众长发挥“后发优势”,但仍有不足之处及完善的空间。
Germany has long been well known for its prudence and restraint in the field of security,where it also has weaknesses incommensurate with its economic might.However,the Ukraine crisis has completely altered the security environments of Germany and Europe,forcing the country to rethink and reconfigure its national security strategy.On June 14,2023,the German government issued its first National Security Strategy(NSS)since the end of World War II,which fully elucidated the country's strategic vision to preserve its comprehensive security through integrated means.Theoretically,this NSS provides systematic guidance for Germany to accelerate its shift toward active and enterprising national security policies.It also marks an important step forward on Germany's path of security toward a“normal country.”By learning widely from the strengths of others,this NSS of Germany enjoys latecomer advantages.Yet,deficiencies remain and require improvement.
