“规范性力量欧洲”:理论、现实或“欧托邦”? 被引量：18

摘要本文从理论和经验的角度对英国学者曼纳斯2000年提出的"规范性力量欧洲"①进行了全面考察。文章认为,作为欧盟对外政策特性理论建构的最新进展,"规范性力量欧洲"为认识作为国际行为体的欧盟究竟是怎样一支力量提供了一种建构主义的新视角,这是一种大胆的理论创新。不过,"规范性力量欧洲"所体现的建构主义是一种自由建构主义,由于低估了权力政治的顽固性,它与其说是一个完美的理论或是一种确切的现实,不如说是一种可资参照的"欧托邦"。为了缩小理论上的期望-能力差距,从现实建构主义而非自由建构主义出发或许有助于克服"规范性力量欧洲"过于理想化的不足。
