Situation-Based Action Strategies and Their Contextual Logic ——Observation Based on the Practical Case of B Neighborhood Committee

摘要面对基层社会错综复杂的治理形势,居委会的处境及其应对策略是值得关注的重要议题。基于B居委会四个实践案例的田野观察,本文呈现了社区治理依势而为的问题应对策略,即面对业委会连续提出来的问题,居委会动态地运用识势、顺势、造势和借势等策略,不断调整其与业委会之间的关系,实现了对特定问题的灵活处置。依势而为的行动策略是社区治理情境演变的结果,内含以势为中心的情境应对逻辑,包括缓解棘手问题的紧张性、避免直接的矛盾冲突、盘活多元治理主体和选择合适的干预时机。依势而为的策略细致呈现了居委会在社区治理场域中的位置和角色,深入揭示了居委会的自主性和能动性及其运行过程,对于理解社区治理的动态性和权变性具有重要意义。 Facing the complex governance situation of grassroots society,the situation of neighborhood committees and their coping strategies are important issues that deserve attention.Based on the field observation of four practice cases of neighborhood committee B,this paper presents the situational response strategy,i.e.,in the face of the problems continuously raised by the homeowner’s committee,the neighborhood committee dynamically uses the strategies of recognizing the situation,following the situation,creating the situation and borrowing the situation to adjust the relationship between itself and the committee and realize the flexible treatment of specific problems.Situation-based action strategies are the result of the evolution of community governance situations and embody a situation-centered response logic,including reducing the tension of difficult problems,avoiding direct conflicts,activating multiple governance actors,and choosing the right time to intervene.The situational action strategy presents the position and role of the neighborhood committee in the community governance field in detail,revealing the autonomy and dynamism of the neighborhood committee and its operation process,which is important for understanding the dynamic and power-changing nature of community governance.
