摘要
近年来,繁文缛节在学界和管理实践中受到关注和重视的同时也存在某些分歧,厘清其概念内涵对于深化相关研究十分必要。本文从繁文缛节的词源解析出发,基于"有益说—有害说""功能功效说—心理过程模型""客观说—主观说"三种不同视角对繁文缛节观点进行分析讨论,立足学术研究和现实场域对其概念进行科学界定,并对繁文缛节与行政负担、行政延迟、正式化等相关概念进行比较分析,进一步明确了繁文缛节的概念内涵和外延。同时,总结介绍了繁文缛节的概念操作化及其测量,提出繁文缛节三维控制理论模型。最后,结合当前研究进展,提出繁文缛节未来研究的关键领域,并对其在中国的应用前景进行了讨论。文章为繁文缛节研究的理论演进及实践管理者提供了重要的理论基础。
During the past fifty years,red tape has being received attention in public administration research and management practices,and has produced numerous research achievements.Meanwhile,there are also some substantial divergences of opinion.First of all,different scholars still have not reached an agreement on the concept of red tape.Scholars are still discussing what red tape is and how to scientifically and effectively operate its concept.Second,most of the limited research results widely use the concept of red tape,without in-depth analysis of its concepts,nor distinguishing related concepts in domestic academic circles.Third,individual cognitive biases may lead to the expansion of the concept of red tape,and some rules that are necessary to achieve the organization’s expected goals,although they generate a burden of rules,are included in the red tape and removed.Therefore,it is necessary to clarify its concept,measurement and theoretical model and to deepen related research.In order to better grasp the research trends in red tape and to provide a reference for domestic red tape research,this study systematically reviews research on red tape.The article presents the concept and connotation of red tape,and systematically analyzes the origins,generation,and development of red tape research.Starting with the etymological analysis of the red tape,this article clarifies the different viewpoints of red tape from three perspectives,namely"benefit theory-harmful theory","functional efficacy and psychological process",and"subjective and objective theory",and divide red tape into five types.Based on academic research and the real field,the concept of red tape is scientifically defined,and the related concepts of red tape and administrative burden,administrative delay,formalization,formalism,traceism are compared in order to clarify the connotation and extension of red tape.At the same time,this article summarizes and introduces the conceptual operation and measurement of red tape;proposes a three-dimensional control theory model of red tape,which focuses on the internal factors of target organizations and their interaction with external environment and service objects.Finally,based on the current research progress,the key areas of future research on red tape are proposed,including the theory and conceptualization of red tape,the influencing factors of red tape,the outcome variable of red tape and its mechanism,the cutting off of red tape.And its application prospects in China are discussed.Taking the three-dimensional control model framework of red tape as the path,this article explains and analyzes the red tape phenomenon in public sector practice,and provides enlightenment for public managers to correctly understand,accurately identify and evaluate red tape.The article provides an important theoretical foundation for the theoretical evolution of red tape research and practice managers.
