摘要
通过梳理区域创新政策演化历程发现,目前基于政策内容的测度方法未充分考虑政策制定者对创新活动的情感倾向,因而对区域发展的解释具有局限性。故本文提出基于语调的文本挖掘政策测度方法,并在已有的区域创新政策评价指标的基础上引入政策语调修正模型,对基于内容的政策评价体系进行优化。研究发现,语调能够说明政策力度解释不足的问题,且其波动易受到创新制度发展的影响。有效性分析表明,与传统的政策内容评价指标相比,引入政策语调能够为区域创新能力提供更合理的解释,语调的积极程度是解释政策高发行力度下,区域创新能力发展疲软问题的关键。研究结论对政府优化政策布局、企业识别政策导向有一定实践意义。
By combing the evolution process of regional innovation policy,it is found that the current measurement method based on policy content ignores the emotional tendency of policymakers toward innovation activities.Hence,the interpretation of regional development is limited.This paper proposes a text-mining policy measurement method based on tone and introduces a policy tone correction model based on the existing regional innovation policy evaluation indicators.It is found that the fluctuation of the tone is easily affected by the development of the innovation system and can explain the insufficient explanation of policy strength.The effectiveness analysis shows that,compared with the traditional policy evaluation indicators,introducing policy tone can provide a more reasonable explanation for the regional innovation ability.The positive degree of intonation is the key to explaining the weak development of regional innovation ability under the high issuance of policies.The research conclusion has practical significance for the government to optimize the policy layout and the enterprise to identify the policy orientation.
