积极官员视角下乡村创新生态环境治理的机制与路径——基于山西省D村“秸秆治理”的调查

The Mechanism and Path of Rural Innovative Ecological Environment Governance from the Perspective of Active Officials——Based on the Investigation of“Straw Management”in D Village of Shanxi Province

摘要加强和创新乡村生态环境治理是推进乡村建设的重要任务。基层官员是乡村环境治理的主体,积极有为的基层官员为乡村生态环境治理提供主体保障。基于积极官员的理论视角,从结构、观念、行为三个维度分析基层官员的治理行为,对乡村生态环境治理中基层官员创新生态环境治理的机制与路径进行探究。研究发现,舒解性结构主要表现为倾听型的基层官员通过对开放性政策进行修改与调适,在协议性行政的引导下与村民配合实施治理行为。治理时效观、风险认知观以及责任动力观共同影响着积极官员积极治理观念的形成;沟通性的行为则体现为高审度性、低执行性与高调适性。总之,积极官员由舒解性结构、积极治理观念以及沟通性行为构成,这三个要素共同塑成了积极官员的角色,促成了乡村生态环境治理中的积极有效治理。 Strengthening and innovating rural ecological environment governance is an important task in promoting rural construction.Grassroots officials are the main body of rural environmental governance and the basis for ensuring effective environmental governance.They play an extremely important role in rural ecological environment governance.Based on the theoretical perspective of active officials,this paper analyzes the governance behavior of grass-roots officials from the three dimensions of structure,concept and behavior,and explores the mechanism and path of grass-roots officials’innovative ecological environment governance in rural ecological environment governance.The study found that the relieving structure is mainly manifested in that listening-type grassroots officials cooperate with villagers to implement governance behaviors under the guidance of protocol administration through the modification and adjustment of open policies.The concept of governance timeliness,risk cognition and responsibility dynamics together affect the formation of active officials’active governance concept;communicative behavior is reflected in high judgment,low execution and high adaptability.In a word,active officials are composed of relaxing structures,active governance concepts,and communicative behaviors.These three elements together shape the role of active officials and promote active and effective governance in rural ecological environment governance.
