摘要
中国共产党是中国特色社会主义事业的领导核心,没有中国共产党之治就不可能实现中国之治和中华民族伟大复兴,而没有党规之治就不可能把我们党治好建强以扛起执政兴国的历史使命。这既是坚定党规之治自信的政治逻辑和历史逻辑,也是厚植党规之治理性的理论要求和实践要求。站在新的历史起点上深化党规之治,要运用好历史经验,更加自觉地以保障政治大局为逻辑起点,以作用于国家治理为功能定位,以顺应党和国家事业发展规律为内在要求,以制度供给的“量身定制”为生成路径。为此,要提高政治站位、增强大局意识、坚持系统思维、遵循客观规律,紧扣新的历史方位科学谋划推进党内法规制度建设,以发挥好党内法规在维护党中央集中统一领导、保障党长期执政和国家长治久安方面的重大作用以及在推进新时代党的建设新的伟大工程、落实全面从严治党方面的重大作用,确保党在坚持和发展中国特色社会主义的历史进程中始终成为坚强领导核心,为全面建设社会主义现代化国家、实现中华民族伟大复兴的中国梦提供坚强政治保证。
The CPC is the leadership core for the cause of socialism with Chinese characteristics.Without the rule of the CPC,it is impossible to achieve the law-based governance in China and the great rejuvenation of the Chinese nation,and without the rule of intraparty rules and regulations,it is impossible to rule our Party well and build a strong Party to carry the historical mission of governing and rejuvenating the country,which is not only the political logic and historical logic of firming the confidence of the rule of intraparty rules and regulations,but also the theoretical and practical requirements of planting the rationality of the rule of intraparty rules and regulations.Standing at a new historical starting point to deepen the rule of intraparty rules and regulations,we should apply our historical experience,and more consciously take safeguarding the overall political situation as the logical starting point,acting on national governance as the functional positioning,conforming to the law of the development of the Party and the State cause as the inherent requirement,and tailoring the system supply as the generation path.To this end,we must raise the political level,enhance the overall awareness,adhere to systematic thinking,follow the objective rules,closely follow the new historical orientation of scientific planning to promote the institutional building of intraparty rules and regulations,in order that intraparty rules and regulations can play a major role in maintaining the centralized and unified leadership of the Party,ensuring the long-term rule of the Party and the long-term stability of the country,as well as promoting the new era’s great project of Party building and implementing a full and rigorous governance over the Party.To ensure that the Party always becomes the strong leadership core in the historical process of adhering to and developing socialism with Chinese characteristics,intraparty rules and regulations shall provide a strong political guarantee for the comprehensive construction of a modernized socialist country and the realization of the Chinese dream of the great rejuvenation of the Chinese nation.
