摘要
自然灾害防治党内法规是党领导自然灾害防治工作制度化、法治化重要依据。党的十八大以来,随着党内法规制度体系的不断发展,自然灾害防治党内法规制度体系也在不断完善,形成党关于自然灾害防治的理念方针政策、自然灾害防治专门党内法规、“1+4”党内法规中蕴含的自然灾害防治条款和党内自然灾害防治规范化文件。对于强化以人民为中心的灾害防治理念、增强党灾害防治集中统筹管理能力、补充强化自然灾害防治法治体系,具有重要价值。面向未来,推动自然灾害防治党内法规制度体系进一步发展完善,可以从总体上增加自然灾害防治专门党内法规立法的数量和广度、横向上统筹起自然灾害防治法治体系、纵向上建构起自然灾害防治党内法规分层管理体系等三个维度出发。
The Party’s internal regulations on natural disaster prevention and control serve as a crucial foundation for the institutionalization of the Party’s leadership in this domain and for the establishment of a rule of law.Since the 18th National Congress of the Party,the Party’s internal regulations and system have undergone continuous development,resulting in the formation of the Party’s concepts for the prevention and control of natural disasters.The Party’s internal regulations on natural disaster prevention and control comprise guidelines,policies,and specialized clauses embedded in the“1+4”internal regulations,as well as standardized documents within the Party.Documents standardizing the prevention and control of natural disasters.It is of great value in terms of strengthening the people-centered concept of disaster prevention and control,enhancing the Party’s ability to centralize and coordinate the management of natural disaster prevention and control,and supplementing the rule of law system for natural disaster prevention and control.In order to further develop and improve the system of party regulations on natural disaster prevention and control,it would be beneficial to consider three key dimensions.Firstly,there is the possibility of increasing the number and breadth of special party regulations on natural disaster prevention and control.Secondly,there is the potential for horizontally integrating the entire system of natural disaster prevention and control legislation.Thirdly,there is the option of vertically constructing a hierarchical management system of party regulations on natural disaster prevention and control.
