摘要
政治注意力现象在中国政治体系中普遍存在,有关政治注意力的研究侧重于象征、工具意义的阐释而忽视基础观建构。本文聚焦中国场景下政治注意力演化理论构建与国家治理意涵,以"过程-情境"分析框架为基础,将政治注意力演化过程区分为分配-传递、竞争-捕捉、参与-反馈、跨界-共治四种理想类型,认为它们与各自生成情境之间的匹配性是全景动态理解政治注意力运行的基础;再将"过程-情境"分析框架放在国家治理现代化的宏观背景下加以拓展,以再制度化推动政治注意力演化过程与国家治理制度之间的冲突性消减与兼容性提升,实现政治注意力演化的国家治理现代化价值。
Political attention is widely applied in the Chinese political system.Previous studies of political attention focus on the interpretation of symbolic and instrumental meanings but ignore the construction of basic conceptions.This paper focuses on the theoretical construction of the evolution of political attention and implications of national governance in the context of China.Based on the"process-context"analysis framework,the present study divides the evolution of political attention into four ideal types:distribution-transmission,competition-capture,participation-feedback and transboundary-co-governance,and the matching between them and their respective generated situations is the basis for a panoramic and dynamic understanding of the operation of political attention.Furthermore,this paper extends the analysis framework of"process-context"under the macro background of national governance modernization,promotes the conflict reduction and compatibility enhancement between the evolution of political attention and the national governance system by re-institutionalization,and realizes the value of national governance modernization of the evolution of political attention.
