摘要
《粤港澳大湾区发展规划纲要》提出:"粤港澳大湾区要构建具有国际竞争力的现代产业体系,建设具有国际竞争力的先进制造业基地",先进制造业的发展离不开工业用地的保障。粤港澳大湾区内诸多以乡村工业化起家的城市,面临着工业制造业用地利用效率低、布局"碎片化"等现实问题,工业用地进入了亟需存量更新、优化空间的时代。物质空间的背后是资本与权力交织的逻辑,工业用地更新的本质问题是如何平衡多方主体的利益矛盾,深入解读用地更新背后的利益博弈尤为重要。佛山市顺德区是以乡村工业化起家的典型城市:(1)基于多方主体利益博弈的视角,构建了理论分析框架,认为城市发展阶段、政府意愿、市场意愿、原产权人态度、国家与区域的战略和政策等是工业用地更新中多方主体博弈的重要影响因素;(2)深入解读了顺德区工业用地更新中政府、市场、原产权人三方主体之间利益博弈的矛盾与困境,认为在工业用地更新过程中,政府注重的是城市发展的长期利益,原产权人关注的是自身的短期利益是否受损,而市场对经济回报则是理性的,三者的利益诉求不同,当利益无法达到平衡时,工业用地更新失败;(3)阐述了顺德区近2年在工业用地更新中"由二改二"所取得的成功经验,从6种成功的更新模式来看,顺德区政府坚持"由二改二"的工业用地更新并给予市场、原产权人最大限度的让利与服务,从而较好地平衡了多方利益,行之有效地推动了工业用地更新。
As Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area puts forward:it should build a modern industrial system and advanced manufacturing base with international competitiveness in GuangdongHong Kong-Macao Greater Bay Area.The development of advanced manufacturing cannot be separated from the guarantee of industrial land.Many cities in the Guangdong-Hong Kong-Macao Greater Bay Area,which started with rural industrialization,are faced with practical problems such as low utilization efficiency of land for industrial manufacturing and"fragmentation"of land distribution.Therefore,industrial land has entered an era in urgent need of updating inventory and optimizing spatial layout.Behind the material space,it lies the logic of interweaving capital and power.The essential problem of industrial land renewal is how to balance the interests of various subjects.It is particularly important to deeply understand the interest game behind land renewal.Shunde District of Foshan city is typical for its rural industrialization start-out.This paper puts some proposals:1)It constructs a theoretical analysis framework based on the perspective of multi-subject interest game,and is considered that city development stage,the will of the government and the market,the attitude of the original owner,national and regional strategies and policies,etc.are important influence factors of multisubject interest game in industrial land renewal.2)According to the conflict and dilemma of the interest game of the government,the market and the owner of the original property in industrial land renewal of Shunde District,it’s found that,in the process of industrial land renewal,the government pay attention to the long-term interests of urban development,the owner of the original property pays attention to whether the short-term interests of themselves are damaged or not,while the market is rational in terms of economic returns.The interests of three parts are different.When the interests cannot be balanced,the renewal of industrial land fails.3)This paper expounds the successful experience of industrial land update of Shunde District in recent two years:industrial land update and renewal.From the six successful update models,the government of Shunde District adheres to the industrial land update mode and gives the market and the original owner the maximum benefit and service,so as to balance the various interests well and effectively promote the industrial land renewal.
