摘要
科教融合是一种大学理念,科教融合治理也已成为大学治理的有机组成部分,并呈现出共同治理的多样性。文章梳理了科教融合、共同治理等概念,介绍了美国科教融合的发展演变——洪堡大学理念与本土实用主义思想相结合,经过赠地学院的实践,形成了威斯康星理念,呈现出结构化、制度化、市场化和动态化等特征,对于大学治理模式产生了影响;从职能、机构和事业三个视角与微观、中观和宏观三个层次,对中国科教融合的层次特征与治理要求进行了讨论;建议加强分层定位和分类指导,汇聚跨部门资源,推进战略、规划、制度、政策和体系等方面的深度融合。
The integration between science and education is a university concept,and its governance has become an integral part of university governance,and has shown the diversity of shared governance.This paper combs through the concept of integration between science and education,and that of shared governance,and introduces the evolution of integration between science and education in the United States-a combination of Humboldt University and indigenous pragmatist ideas,which,through the practice of land-grant colleges,resulted in the Wisconsin idea,with characteristics such as structured,institutionalized,market-oriented,and dynamic,which has had an impact on the model of university governance.The layer features and governance requirements for the integration between science and education in China are discussed from three perspectives:function,institution and cause,as well as three layers:macro,meso,and micro.It is suggested that the hierarchical positioning and classification guidance be strengthened,cross-departmental resources be pooled,and deep integration in strategy,planning,policy,and system be promoted.
