研究与开发机构科技创新效率测度及提升对策——基于数据包络分析和Malmquist指数法 被引量:7

Measurement and Improve Countermeasures on Scientific and Technological Innovation Efficiency of Research and Development Institutions:Based on DEA and Malmquist Index Method

摘要 为掌握我国各地区研究与开发机构科技创新效率的动态变化情况,有必要对全国范围内科研机构的科技创新效率进行对比分析,因此以2015—2019年我国31个省区市研究与开发机构的科技创新投入产出数据为基础构建评价指标体系,通过DEA-BCC模型及Malmquist指数方法对其科技创新效率分别进行静态评价和动态分析。结果表明:2019年31个省份研究与开发机构的科技创新效率整体不高,在28个处于非DEA有效状态的省份中,26个省份的科技创新投入冗余、2个省份的科技创新投入不足;科技创新效率由高到低的区域分布依次为东北、东部、西部和中部;科技创新效率呈现“M”型波动,技术创新水平提升或衰退是主要影响因素。最后根据研究结论,提出优化科研经费配置、持续深化“放管服”改革、加强科技人才队伍建设以及强化高水平科研平台建设等促进我国研究与发展机构科技创新效率提升的对策建议。 In order to grasp the dynamic changes of the scientific and technological innovation efficiency of research and development institutions in various regions of China,it is necessary to carry out a comparative analysis of the scientific and technological innovation efficiency of scientific research institutions nationwide.Therefore,an evaluation index system is constructed based on the scientific and technological innovation input and output data of research and development institutions in 31 provinces,autonomous regions and cities in China from 2015 to 2019,the efficiency of scientific and technological innovation is evaluated statically and analyzed dynamically through DEA-BCC model and Malmquist index method.The results show that the scientific and technological innovation efficiency of research and development institutions in 31 provinces is not high as a whole in 2019,among the 28 provinces in non-DEA effective state,26 provinces have redundant scientific and technological innovation investment,and 2 provinces have insufficient scientific and technological innovation investment;the regions with high to low efficiency of scientific and technological innoation are northeast,east,west and central in turn;the efficiency of technological innovation presents M-typed fluctuations,and the improvement or decline of technological innovation level is the main influencing factor.Finally,according to the research conclusions,it puts forward countermeasures and suggestions to improve the efficiency of scientific and technological innovation of research and development institutions in China,such as optimizing the allocation of scientific research funds,continuously deepening the reform of delegating regulation and improving services,strengthening the team of scientific and technological talents,and strengthening the construction of high-level scientific research platforms.
