摘要
科技创新是提高社会生产力和综合国力的战略支撑,准确把握科技创新效率的区域差异及其成因,才能有的放矢并精准发力地提升科技创新效率。本文在数据包络分析框架下,构造超效率EBM模型评价中国重大国家战略区域的科技创新效率,采用泰尔指数方法揭示科技创新效率的区域差异,运用QAP方法识别科技创新效率区域差异的成因。研究发现:样本考察期内,重大国家战略区域的科技创新效率呈现上升态势,特别是党的十八大以来,重大国家战略区域的科技创新效率实现了快速提升。科技创新效率的区域差异总体呈下降趋势,区域内差异是区域总体差异的主要来源,而技术市场交易额的区域差异成为科技创新效率区域差异的决定力量。在新时代实施创新驱动发展战略和区域协调发展战略的背景下,准确认识重大国家战略区域科技创新效率的现状及其区域差异,对于全面协同提升中国科技创新效率具有重要意义。
Technology innovation is the strategic support for improving social productivity and comprehensive national strength.Only by accurately grasping the regional differences in the science and technology innovation efficiency and their causes can the science and technology innovation efficiency be improved in a targeted and precise manner.In the framework of data envelopment analysis,this paper constructs a super-efficiency EBM model to evaluate the science and technology innovation efficiency of China’s major national strategic regions,uses the Theil index method to reveal the regional differences in the science and technology innovation efficiency,and uses the QAP method to identify the causes of regional differences.The results show that the science and technology innovation efficiency in China’s major national strategic regions is on the rise during the sample period.In particular,since the 18 th National Congress of the Communist Party of China,the science and technology innovation efficiency in major national strategic regions has improved rapidly.On the whole,the regional differences show a downward trend.The intra-regional differences are the main source of the overall regional differences,and the regional differences of technology market turnover are the decisive force of the regional differences of science and technology innovation efficiency in major national strategic regions.Under the background of implementing innovation driven development strategy and regional coordinated development strategy in the new era,it is of great significance to accurately understand the current situation and regional differences of science and technology innovation efficiency in major national strategic regions for comprehensively and cooperatively improving China’s science and technology innovation efficiency.
