摘要
本文剔除了外部环境和随机因素的影响,采用三阶段DEA模型对中国中东部地区高技术产业科技创新效率进行测度评价。研究结果显示:东部地区创新规模与效率的错配限制了综合创新效率的提高,中部地区创新效率分化严重;另外,政府支持和高经济发展水平并不能有效促进高技术产业创新效率的提高;产业集聚有利于减少研发人员和经费投入冗余。根据数据分析结果,将中国中东部地区高技术产业创新效率划分为创新先锋型、规模效率改进型、纯技术效率改进型、创新滞后型四种类型。最后,基于分析结果,提出提升中国中东部地区高技术产业科技创新效率的对策建议。
This paper eliminates the influence of external environment and random factors,and uses a three-stage DEA model to measure and evaluate the efficiency of technological innovation in high-tech industries in the central and eastern regions of China.The research results show that the mismatch of innovation scale and efficiency in the eastern region limits the improvement of overall innovation efficiency,and the differentiation of innovation efficiency in the central region is serious.In addition,government support and the level of regional economic development cannot effectively promote the improvement of high-tech industry innovation efficiency;industrial agglomeration is conducive to reducing R&D personnel and funding redundancy.According to the results of data analysis,the innovation efficiency of high-tech industries in the central and eastern regions of China is divided into four types:innovation pioneer,scale efficiency improvement,pure technical efficiency improvement,and innovation lagging.Finally,based on the analysis results,countermeasures and suggestions for improving the efficiency of technological innovation in high-tech industries in the central and eastern regions of China are proposed.
