摘要
有序引导农村劳动力从事非农就业是进一步释放人口红利、改善劳动力质量、全面助力乡村振兴的重要途径。本文使用中国社会状况综合调查(Chinese Social Survey,CSS)2015年度数据,实证分析了数字技能对农村劳动力就业的影响。研究发现:数字技能显著提高了农村劳动力从事非农就业的概率,通过倾向得分匹配、更换使用农村户籍人口样本等方法进行稳健性检验后,这一结论依旧成立。异质性分析表明,数字技能对农村女性、高中及以下低学历劳动者就业升级的积极影响更大。同时,数字技能的使用有助于提高农村劳动力的收入水平与就业质量。据此,建议加强农村信息基础设施建设,尤其重视对女性、低学历人群数字技能的培养,从而推动农村劳动力向非农部门转移,提升其就业质量。
Orderly guiding rural labor force to engage in non-agricultural employment is an important way to further release the demographic dividend,improve the quality of labor force and comprehensively help rural revitalization.This paper empirically analyzes the impact of digital skills on rural labor employment by using the 2015 data of China General Survey of Social Conditions(CSS).It is found that digital skills improve the probability of rural labor to engage in non-agricultural employment,and this conclusion is still valid after robustness test by means of propensity score matching and changing the sample of rural registered population.Heterogeneity analysis shows that digital skills have a greater positive impact on the employment upgrading of rural women and workers with low high school education or below.At the same time,the use of digital skills can help improve the income level and employment quality of rural labor.Therefore,it is suggested to strengthen the construction of rural information infrastructure and pay special attention to the cultivation of digital skills for women and people with low education,so as to promote the transfer of rural labor to non-agricultural sectors and improve their employment quality.
