渐进决策理论视角下我国创新创业教育政策的发展与嬗变 被引量:26

The Development and Evolution of China’s Innovation and Entrepreneurship Education Policy from the Theory of Incremental Policy-making

摘要 创新创业教育的高质量发展离不开创新创业教育政策的有力支撑,探究政策的演变过程对于优化创新创业教育发展具有重要意义。我国创新创业教育政策先后经历了政策酝酿期、政策聚焦期、内涵丰富期、质量提升期、体系构建期五个发展阶段。从渐进决策理论看,创新创业教育政策演变过程体现了四大特征,即政策变迁的目的是实现从量变到质变的变革、政策变迁的基础是基于以往决策经验和既有政策、政策变迁的途径是取得多方主体协同、政策变迁的效果易受到决策者非理性因素影响。政策的双重目标导向、政策环境的持续正向影响、多方政策主体的共同作用、人才供需关系矛盾是推动创新创业教育政策渐进演变的重要动力。 The high-quality development of innovation and entrepreneurship education cannot be separated from the strong support of innovation and entrepreneurship education policies.Exploring the evolution process of policies is of great significance to optimize the development of innovation and entrepreneurship education.China’s education policy for entrepreneurship and innovation has experienced five stages:gestation period,policy focus period,connotation enrichment period,quality improvement period and system construction period.The theory of incremental policy-making,this policy evolution process embodies four characteristics:its aim is to realise from quantitative change to qualitative change;the policy change is based on the basis of previous experience and the existing policy decision-making;the change way is to achieve various main synergy and the effect of the policy change is affected by the decision makers of irrational factors.The dual goal orientation of the policy,the continuous positive impact of the policy environment,the joint effect of multiple policy subjects,and the contradiction between supply and demand of talents are the important driving forces affecting the incremental evolution of the innovation and innovation education policy.
