民族地区职业教育高质量发展的逻辑框架与行动理路 被引量:11

The Logical Framework and Action Path of High Quality Development of Vocational Education in Ethnic Areas

摘要 新时代,我国已进入以职业教育高质量发展为主要趋向和以高素质技术技能人才带动经济社会高质量发展为主要特征的发展阶段。推进职业教育高质量发展是促进民族地区经济社会高质量发展的战略支点。面对民族地区新发展格局,职业教育应遵循内生性发展、融合式发展、结构化发展三大发展价值理念,形成以教育、经济、政治、文化、生态“五维互嵌”为核心内容的整体性高质量发展逻辑框架,并重视职业教育发展中“存量”“增量”和“变量”的推动力,进而与民族地区各类发展资源建立交互性耦合结构,设计民族地区职业教育高质量发展的推进方案。一是提质存量,完善提升现有软实力和硬实力;二是优化增量,加快构筑职业教育发展新优势;三是把握变量,持续释放职业教育发展内生活力。 In the new era,our country has stepped into the stage of development which is mainly characterized by the high quality development of vocational education and the economic development which is mainly characterized by the high quality technical and skills professionals.Promoting the high-quality development of vocational education is the strategic pivot to promote the high-quality economic and social development in ethnic areas.Addressing the new pattern of development in ethnic areas,vocational education should follow the three major development strategies of endogenous development,integrated development and structured development,so as to form a holistic and high-quality logical framework for high-quality development with the“five dimensions”of interrelated education,economy,politics,culture and ecology as the core content.It should also attache importance to the driving force of“stock”,“increment”and“variable”in the development of vocational education,and then establish an interactive coupling structure with various development resources in ethnic areas,and design the plan for promoting the high-quality development of vocational education in ethnic areas.First,it should improve the quality and stock,improve the existing soft power and hard power;second is to optimize the increment,and accelerate the construction of new advantages of vocational education development;third is to grasp the variables,and continue to release the internal life force of vocational education development.
