摘要
对科技规划评估是促进规划制定、实施的有效途径。本研究采用S-CAD政策评估方法对《天津市科技创新三年行动计划》的实施效果进行评估,系统检验了该规划的逻辑性和投入的必要性和充分性,从评估结果中得出可借鉴的结论。联系科教兴国、人才强国战略提出对策与建议,以发挥科技规划应有作用。
The evaluation of science and technology planning is an effective way to promote the formulation and implementation of planning.This study used the S-CAD policy evaluation method to evaluate the implementation effect of the Tianjin Science and Technology Innovation Three Year Action Plan.The logic of the plan and the necessity and sufficiency of investment were systematically tested,and conclusions that can be used for reference were drawn from the evaluation results.Contact the strategy of revitalizing the country through science and education and strengthening the country through talent development to propose countermeasures and suggestions,to play the role that science and technology planning should play.
