Modernization of School Governance: the Course of Reform and the Path of Construction

摘要 学校治理是一个相对新的概念,但却是一件探索已久的行动。学校要促进学生全面发展,就需要协调各学科的专业资源,就需要调动各方主体的教育资源,于是治理成为学校发展的必要路径。自建国以来,中小学经历了领导体制的探索、管理模式的确定和治理范式的形成三个阶段,形成了"学校治理从属于国家治理体系、专注于对隐在具体人和事件背后的行动机制研究、服务于学生全面发展这个教育目的"等经验。为此,要建立以校长为核心的行政团队集体决策机制、以党组织主导的教育方针的维护与监督机制、以教师为主体的教育教学审议机制和师生家社政一体化的综合育人合作机制来促进学校治理体系的现代化。可以通过教育主体参与学校治理能力的提升,完善参与学校治理路径建设和建立参与学校治理保障机制等方式来促进学校治理能力的现代化。 School governance is a relatively new concept,but it is an action that has been explored for a long time.In order to promote the all-round development of students,schools need to coordinate the professional resources of various disciplines and mobilize the educational resources of all parties,so governance becomes the necessary path for the development of schools.Since the founding of the People’s Republic of China,primary and secondary schools have experienced three stages:the exploration of the leadership system,the determination of the management model and the formation of the governance paradigm.They have formed such experiences as"school governance is subordinate to the national governance system,needs to focus on the research of the action mechanism hidden behind specific people and events,and needs to serve the educational purpose of the overall development of students".Therefore,it is necessary to establish the collective decision-making mechanism of the administrative team with the principal as the core,the confirmation and supervision mechanism of the educational purpose led by the Communist Party branch,the educational and teaching deliberation mechanism with the teacher as the main body,and the comprehensive educational cooperation mechanism with the integration of teachers and students’family,society and government to promote the modernization of the school governance system.We can promote the modernization of school governance by improving the ability of educational subjects to participate in school governance,improving the path construction of school governance and establishing the mechanism of participating in school governance.
