农地确权与农业物质性投入:影响效应及作用机制

摘要土地作为农业生产活动中最重要的生产要素之一,农地产权状态与农户农业生产行为息息相关,明确的产权所属关系能够降低农民的经营风险,改变生产投入策略。基于新一轮农地确权政策,利用2014年和2016年中国劳动力动态调查数据(CLDS)与Tobit模型、多重中介分析等多种计量方法研究农地确权对农户农业物质性投入的影响效应及作用机制。结果表明,农地确权显著提高农户农业物质性投入,农地确权的直接效应占总效应的40.749%,农地确权通过促进农地转入、增加农业就业比重间接增加的农业物质性投入分别占总效应的0.908%和58.343%,转入农地的中介效应非常有限。研究认为,应做好相关保障,积极推动农村土地流转市场有序、健康发展,强化政府的监督和引导功能,充分发挥农地确权对农户农业物质性投入的积极影响。 Land is one of the most important factors of production in agricultural activities.The state of farmland property rights is closely related to farmers'agricultural production behavior.A clear property ownership relationship can reduce farmers'operational risks and change production input strategies.Based on the new round of farmland rights confirmation policy,this paper uses the data of China Labor Force Dynamic Survey(CLDS)in 2014 and 2016,with Tobit model and multiple mediation analysis as well as other measurement methods to study the effect and mechanism of farmland rights confirmation on farmers'agricultural material input.The results show that farmland right confirmation significantly increases farmers'agricultural material input.The direct effect of farmland right confirmation accounts for 40.749%of the total effect.The indirect increase of agricultural material input by promoting farmland transfer and increasing the proportion of agricultural employment accounts for 0.908%and 58.343%of the total effect,respectively.The mediating effect of farmland transfer is very limited.It is believed that relevant guarantees should be done to actively promote the orderly and healthy development of the rural land transfer market,strengthen the government's supervision and guidance functions,and give full play to the positive impact of farmland rights confirmation on farmers'agricultural material input.
