公务员、事业编与编外用工——乡镇人事管理的三元结构及其效应 被引量:13

摘要 公务员、事业编和编外用工构成了当前乡镇人事管理的三元结构。三者的身份地位不同,角色扮演不同,责任担当也有差异。公务员政治地位最高,政治责任强,流动性大,在乡镇经历多岗位、多层级和全方位锻炼,拥有多元化、多层次的基层经验,乡镇对他们的培养目标是党政领导。事业编没有政治前途,最高职位是乡镇中层正职,他们在乡镇工作时间长,得到多岗位、长时段和全领域锻炼,对乡镇工作和农村情况熟稔,在县乡村拥有广泛人脉资源,他们是乡镇的"中坚干部",做群众工作的专家里手。编外用工属于体制内的"外人",他们工作相对稳定,有长远预期,岗位流动性弱,长期负责某一块工作,从而可以成为该工作的辅助人员或专业技术人员。该人事结构很好地将编制身份与治理事务结合起来,寓人才培养于工作机制之中,发挥不同编制群体的优长和特色,最终实现人与事、人员配置与干部激励的有效对接。 Civil servants,institution staff and unofficial personnel constitute the current ternary structure of township personnel management.With different identities and roles,they take on different responsibilities.Specifically,civil servants assume higher political status,greater political responsibility and higher mobility.With a full range of exercise at different positions and levels in the township,civil servants accumulate diverse grass-roots experience and are expected to grow into party and government leaders.Institution staff,by contrast,has a less promising political future,reaching only mid-level positions in townships.As they have been engaged in various posts and fields in towns and villages for a long time,they are familiar with the grassroots issues and rural conditions,and have developed a wide range of contacts in the countryside.All these make them competent as the"backbone force"in grassroots governance and experts in mass work.Finally,as"outsiders"within the system,the unofficial personnel have relatively stable positions,long-term expectations and low mobility.Most of them are in charge of certain types of work for a long period of time before they grow into corresponding support staff or technical professionals.The three demonstrate a unity of opposites in the system,since they have both interest consistency and interest,and are independent of each other while coexisting.
