摘要
在人类社会进入风险社会的背景下,面对突发公共危机事件,社区应急治理依赖于共同体的建构。社区应急治理共同体是突发公共危机事件中国家应急治理体系的重要组成部分,在抗击疫情中发挥着重要作用。社区应急治理共同体在疫情防控和社区治理的过程中也面临着社区成员的公共理性不足、社区应急治理力量的薄弱、社区组织的自治性不足和部分社区工作人员能力不适应等问题的挑战。为了打赢社区疫情防控阻击战,社区应急治理共同体应该坚持共建共治共享的基本理论遵循,并从制度建构、伦理道德教育和信息技术运用三个方面推进其实践发展。
Under the background that the human society enters into risk society,facing the sudden public crisis event,the community emergency management depends on the construction of the community.Community emergency management community is an important part of the national emergency management system in public crisis events,and plays an important role in combating epidemic.In the process of epidemic prevention and control and community governance,the community emergency governance community also faces challenges such as the lack of public rationality of community members,the weakness of community emergency governance,the lack of autonomy of community organizations,and the inadaptability of some community workers.In order to win the prevention and control of community epidemics,the community emergency management community should adhere to the basic theory of coconstruction,co-management and sharing,and from the system construction,ethics and moral education and the use of information technology to promote its practical development.
