摘要
公众对疫情防控制度的遵从行为在很大程度上直接决定着疫情防控的效果,对其展开研究具有重要的理论及现实意义。本文从制度感知视角,提出了公众制度遵从行为的概念性框架,并针对新冠肺炎疫情收集了1095份问卷,展开实证检验。研究发现:公众对疫情防控制度的感知(合法性、公平性、有效性)会正向影响公众对疫情防控制度信任(对防控制度本身信任、对防控人员信任)和制度遵从行为;公众对疫情防控制度的信任正向影响制度遵从行为;疫情防控制度信任在制度感知和制度遵从行为之间发挥了部分中介作用。研究结论深化了关于制度感知、制度信任、制度遵从行为的理论认识,并对疫情防控中如何促进公众制度遵从行为具有重要的启示。
There is a consensus both theoretically and empirically that the government should actively take prevention and control measures to intervene in the face of a pandemic.However,in the actual process of pandemic prevention and control,there are behaviors that do not comply with the pandemic prevention and control institutions,which lead to the spread of the pandemic and pose a threat to public health.Compliance behavior by the public largely determines the effects of the prevention and control institutions.Therefore,it is significant to study the compliance behavior of the public in terms of pandemic prevention and control institutions.With the outbreak of COVID-19 in early 2020,governments of all countries adopted strict pandemic prevention and control institutions,thus providing us with an opportunity to investigate public compliance.From the perspective of institutional perceptions,this article puts forward a conceptual framework to study the effects of public attitudes(institutional trust)in the institutions on institutional compliance behavior.To test these hypotheses empirically,1095 questionnaires were collected based on COVID-19 pandemic prevention and control institutions.The main conclusions are as follows:(1)the public’s perceptions of pandemic prevention and control institutions(legality,fairness,and effectiveness)positively affect the public’s trust in the institutions.(2)The higher the public trust in the pandemic prevention and control institutions,the more likely it is that the public will comply with the institutions.(3)Public institutional trust has a positive effect on institutional compliance behavior,and it plays some mediating role in the relationship between institutional perceptions and institutional compliance behavior.The conclusions not only deepen our understanding of institutional perceptions,institutional trust,and institutional compliance behavior but also have important implications about how to promote public compliance behavior with pandemic prevention and control institutions.First,the design and implementation procedures of the pandemic prevention and control institutions should be improved to strengthen the legitimacy of the institutions.Second,fairness in the allocation of epidemic prevention and control resources and in the operation of pandemic prevention and control institutions should be ensured.Third,the content and implementation procedures of the institutions should be assessed scientifically to ensure their effectiveness.
