摘要
应急管理现代化是中国式现代化的重要组成部分和安全保障。当前,人类社会正处于现代性与后现代性叠加的转型期,后现代主义对应急管理现代化有着较大的启发价值。在后现代风险社会,应急管理面临着场景的复杂性、风险的流动性、社会的碎片性和知识的不确定性等巨大挑战,应急管理难度不断增大。后现代主义应急管理从再理性化的行为逻辑、他在性的伦理指向、自组织的组织基础以及想象与话语的运作机制等方面重塑了应急管理体系。从后现代主义视角思考应急管理现代化,应当从人本应急的价值依归、共识应急的观念基础、韧性应急的能力导向、协同应急的组织形态和数智应急的技术手段等维度推进应急管理的现代化。
The modernization of emergency management is an important part and security guarantee of the Chinese path to modernization.At present,the human society is in the transition period of modernity and post-modernity superposition,and the post-modernism has great enlightening value to the modernization of emergency management.In the post-modern risk society,emergency management is faced with great challenges such as scene complexity,risk mobility,social fragmentation and uncertainty of knowledge,and the difficulty of emergency management is increasing.Postmodernism emergency management has reshaped the emergency management system from the aspects of re-rational behavior logic,the alterity ethical orientation,self-organization-based organizational basis and imagination and discourse operation mechanism.To think about the modernization of emergency management from the perspective of postmodernism,we should promote the modernization of emergency management from the dimensions of the basis of the value of people-oriented emergency,the conceptual basis of consensuscentred emergency,the process orientation of tenacious emergency,the organizational form of coordinated emergency and the technical means of digital intelligent emergency.
