摘要
坚持统筹推进国内法治和涉外法治的重要论断,是习近平法治思想的核心要义之一,是统筹国内和国际两个大局在法治领域的体现,是推动构建人类命运共同体的重要举措。推动全球治理变革和建设是这一论断的意涵之一,坚持以联合国为核心的国际体系、以国际法为基础的国际秩序、以联合国宪章宗旨和原则为基础的国际关系基本准则,是完善全球治理的中国方案。加强涉外法治人才培养是开展涉外法治工作的重要支撑,现阶段我国亟需着力培养国际法律人才,需要国家从战略储备的高度加大扶持力度,并鼓励高校国际法教师的外文发表,因为许多国际法职业律师都兼具学者和从业者两种身份。
The important assertion of taking a coordinated approach to promoting the rule of law both domestically and externally is one of the core essences of Xi Jinping thought on the rule of law, which is the reflection of considering both domestic and external situation in a coordinated way in the field of rule of law, and an important measure to build a community of shared future for mankind. One of the implications of this assertion is to promote the reform of the global governance system. Chinese response to improving global governance is to uphold the international system with the United Nations at its core, the international order based on international law, and the basic norms governing international relations underpinned by the purposes and principles of the UN Charter. Strengthening the cultivation of foreign-related legal talents is important support for the work on the rule of law in matters involving foreign elements. At present, China urgently needs to focus on cultivating international legal talentsby strengthening support from the height of strategic reserve, and encouraging international law teachers in universities to publish in foreign languages journals for the reason that many professional international lawyers are both scholars and practitioners.
