“双减”政策下中小学教师专业发展的问题及对策研究

摘要 “双减”政策是新时代基础教育改革的重要手段和重大战略布局。该政策在实现学生课业减负目标的同时,客观上形成了教师专业发展的倒逼机制。研究发现,当前教师群体面临三大发展困境:职业价值认知存在理想化倾向,专业发展激励机制呈现结构性缺失,政策配套保障措施出现执行性衰减。为有效应对这些问题,教师要坚定自己的理想信念,不断提高自身的教育教学水平和数字化素养,促进自我的内涵式发展;学校要完善管理方式,为教师提供更多的专业发展机会和权利;国家要落实相关政策的实施,完善教师专业发展的制度保障,进而实现“双减”政策的目标,推动我国基础教育事业的发展。 “Double reduction” policy is an important means and major strategic layout of basic education reform in the new era. This policy not only achieves the goal of reducing the burden of students’ schoolwork, but also objectively forms a backforcing mechanism for teachers’ professional development. It is found that teachers are faced with three development dilemmas: idealization of professional value cognition, structural lack of professional development incentive mechanism, and weakening of implementation of supporting policy safeguards. In order to deal with these problems effectively, teachers should strengthen their ideals and beliefs, constantly improve their education and teaching level and digital literacy, and promote self-conformal development. The school should improve the management mode and provide teachers with more opportunities and rights for professional development. The state should implement relevant policies, improve the system guarantee for teacher professional development, and then realize the goal of the policy of “double reduction” to promote the development of basic education in our country.
