摘要
治理就是对网络的管理,网络化治理有利于解决当今出现的一系列复杂、动态、相互依赖的公共难题,它强调多主体平等、相互依赖、民主协商的合作网络模式,打破了传统自上而下的管理;与市场制、层级制相比有不可比拟的优势,越来越被学界所重视。文章以CNKI中国知网数据库2012~2022年关于全域创新领域的652篇文献为基础,借助CiteSpace、VOSviewer等可视化工具,综合运用共现分析、关键词突现性分析、聚类分析图谱及时间线图谱分析相结合的方法绘制关于多元共治的网络化治理的知识图谱并展开研究。分析梳理国内学者关于网络化治理理论的研究文献,在此基础上进行比较分析,阐述目前国内研究中存在哪些不足;最后对其进行评述与展望,试图以网络化治理理论探索国内基层社会的治理创新,通过构建政府、社会、公民等主体多元合作网络,实现对社会的“善治”,为当下集体行动的困境提出对策建议。
Governance is the management of networks, and networked governance is conducive to solving a series of complex, dynamic, and interdependent public problems that arise today, and it emphasiz-es a cooperative network model of multi-subject equality, interdependence, and democratic con-sultation, which breaks the traditional top-down management;it has incomparable advantages compared with market-based and hierarchical systems, and is increasingly valued by the academic community. The article is based on 652 literatures about the field of territory-wide innovation from 2012~2022 in CNKI China Knowledge Network database, and uses a combination of co-occurrence analysis, keyword emergent analysis, cluster analysis mapping and timeline mapping analysis with the help of visualization tools such as CiteSpace and VOSviewer to draw a knowledge map about the networked governance of multiple co-governance and the research is carried out. The research lit-erature of domestic scholars on networked governance theory is analyzed and sorted out, based on which a comparative analysis is conducted and the shortcomings of the current domestic research are explained;finally, a review and outlook are made, in an attempt to explore the governance in-novation of domestic grassroots society with the theory of networked governance, and to realize the “good governance” of the society by building a pluralistic cooperative network of government, soci-ety and citizens. The study also proposes countermeasures for the current dilemma of collective ac-tion.
